3. School's Open, T is running: Boston Public Schools are open today and the T has pretty much resumed a normal schedule (except for the commuter rail Providence line). Even so, the T advises you to expect delays here and there Tuesday morning.

City Council is facing a tight deadline, with a vote expected Wednesday.
